Trends of Public Spending

There is no need to again ascertain and justify the hypothesis that there exists a high positive correlation between higher allocation and better quality of outcomes.  Though NCMP has given much importance to increased public investment in the agriculture sector, budgetary allocation/spending is far from satisfactory. Given the intensity of the agrarian crisis in India today, the expenditure that the present government has incurred in this sector over the last five years in order to address these problems is quite inadequate. The priorities accorded in the budgetary allocation and spending in subsequent budgets since 2004-05 reflects that agriculture as a sector, though it provides livelihoods to millions of rural Indians have remained neglected.

 No doubt, share of combined expenditure on rural economy of India increased from 10.65 percent in 2003-04 to 22.24 percent in 2008-09 revised estimates. (as % of total expenditure of the centre). As percentage of country’s GDP, the share has reached to 3.69 percent in 2008-09 from 1.82 percent in 2003-04. Given the worsening situation of financial meltdown and global recession, it was hoped that budget 2009-10 will certainly come-up with a higher proposal of allocation for the rural sector in terms of third stimulus package to restore and survive the economy from the impact of recession. Instead of continuing increased budgetary investment in terms of pumping money to the rural economy, what UPA did during the present budget announcement is that the share of rural economy declined drastically to 16.09 percent and 2.55 percent respectively from total expenditure and GDP compared to the previous budget (2008-09 RE). (Table-1)

 Looking at the expenditure pattern of the present government towards agriculture and allied activities, the share of agriculture and allied activities from total expenditure and GDP declined drastically to 10.37 percent and 1.64 percent respectively compare to the previous budget (2008-09 RE). The obvious conclusion from this expenditure trend shows how committed is present UPA government at the centre towards reviving the rural economy of India as more than 52 percent of the total population of India depends on agriculture as their means of livelihood. (Table-2)
