A Situation Analysis of Scheduled Caste Population in India

 

 

 

 

 

 

 

 

 

 

 

 

 

 

Around 77.5 percent people from SC community live below an average Rs. 475 in rural areas and 84 percent SCs live below Rs. 758 in urban areas. In many states, the disparity in proportion of SC population and overall population living below the average MPCE is much wider than the all India disparity. Among the major states, the widest gap is noticed in the rural areas of Bihar, Haryana, Punjab and Delhi. On the other hand, in West Bengal the disparity between SC and overall population living below average MPCE of respective groups is lowest indicating high level of horizontal equity among SCs and the overall population in rural areas (See figure-2). While in all India level, the difference between SC and overall population living below average MPCE is around 12 percentage points, in case of West Bengal, it is only 4.5 percent. While this is something which shows greater level of equity in the rural West Bangal, such equity is at very subsistence level as the proportion of population living below average standard is at critically high level. Andhra Pradesh has a similar distinction for horizontal equity in urban areas.

In rural India, around 57 percent of the monthly expenditure incurred by SCs is spent towards food items indicating that they are left with very lessmoney to support their other requirements to live a dignified live. In urban areas, SCs spend around 48 percent oftheir expenditure on food items. In Bihar, SCs on an average live on Rs. 11 per day in rural area which is lowest among all major states. The lowest expenditure by SCs in urban areas is noticed in Orissa at Rs. 17.
